Khotang,13 Nov 2014: Kin of Kiran Rai alias Bhudeu of Patheka-2 in Khotang who had died in police custody have appealed to the National Human Rights Commission (NHRC) for justice.

They approached NPC Commissioner Prakash Wasti today and requested him in writing for justice. The victim’s family alleged police torture in Bhudeu’s death.  Although they visited the District Police Office Khotang many times to file a FIR against 11 people including the then Deputy Superintendent of Police Rajiv Basnet of the District Police Office Khotang, police declined to register the FIR.

The victim family came to the district headquarters to meet NHRC Commissioner Wasti who is presently here to attend the seminar on NHRC fifth strategic plan (2015-2020).  Receiving the request letter, Commissioner Wasti pledged justice to the victim, said victim’s relative Ranjeev Rai.

The 18 year-old Bhudeu had been arrested by the police on June 11, 2013 on murder charge and had died after two months while he was in the police custody.

The postmortem report and NHRC investigation report into the case confirmed that he had died of physical torture.  The NHRC also recommended the Office of the Prime Minister and Council of Ministers for action against police constable Suresh Prasad Yadav, police personnel Nakul Rai, Ram Kumar Bogati, Kailash Khatri, Chandra Khadka, Devraj Majhi, Narayan Khadka, Sub Inspector Mahendra Khatri and Mukunda Prasad Bidari for their involvement in the death of a detainee. Similarly, DSP Basnet and Police Inspector Ramesh Dev were recommended for the departmental action.

The NHRC also recommended the compensation of Rs 300,000 to the victim family. But the NHRC recommendations are yet to be implemented.
