Kathmandu, May 10, 2018: In a move to increase the market share of domestic airlines, the tourism ministry is preparing to to invite them to submit open bids for international flights.

A review of existing terms of reference (TOR) for domestic airlines was submitted to the ministry on Monday. A five-member government panel was formed to review the TOR and present a report to the ministry.

The existing rules require domestic airlines companies to have five years flying experience and at least three aircraft in their fleet to qualify to foreign destinations. The revised TOR would allow domestic airlines to get the license directly if they fulfill the requirements.

The revised TOR has also suggested other reforms including amending the categories of international licenses. Currently, the ministry normally issues licenses for three categories of international airlines: A, B and C.

The decision to review the TOR came as a result of Shree Airlines applying for a Class C International flying license. The TOR which was meant to be reviewed every three years, was not reviewed since March, 2010.
