Pyuthan, 5th January, 2015Â : General Secretary of the UCPN (Maoist), Krishna Bahadur Mahara, has said that Speaker Subas Nembang has no right to interfere the constitution writing.
At a news conference organised by the Revolutionary Journalists’ Association, Pyuthan, at Bijuwar, today, Mahara expressed the view that the
appeal made by CA Chair Nembang to the political parties for authorizing him to prepare the draft of a new constitution was undemocratic, saying only political parties have right to write new constitution and promulgate it.
He said, “The new constitution cannot be promulgated on the slated time even if consensus is forged on the major disputed issues of the new constitution.”
The UCPN (Maoist) General Secretary said they would be ready to forge consensus immediately if the agreement signed on May 16 on the major issues including state restructuring, form of governance and judiciary system was implemented.
On a different note, Mahara said that power equation and leadership are the major reasons behind the non-promulgation of a new constitution.
He further said that the new constitution could be promulgated even after expressing dissatisfaction on the other issues except the major issues of the new constitution.
Stating that since Mohan Baidya and Mani Thapa, who split from the UCPN (Maoist), are from Pyuthan, Mahara expressed the view that there should be collaboration in order to give a message of unity from Pyuthan itself.
