Kathmandu, July 29: Discussion on appropriation bill in the parliament was affected in the parliament as the National Planning Commission (NPC) could not provide the ‘red book’ or the book of budget details, to the lawmakers in time.

The Parliament Secretariat had fixed schedule from July 24 – August 21 for discussion, but the CA members have not received it yet.

NPC and Finance Ministry could not provide it saying it is still being published. Budget was released on July 13 and sixteen days have already been spent.

Speaker Subash Chandra Nembang said discussion was affected and urged the NPC and Ministry to provide it to the lawmakers.

A lawmaker from UCPN-Maoist Amanlal Modi said it is shameless, but the government is indifferent towards this.Budget implementation is possible only after its discussion and passing by the parliament.
