Kathmandu,31 Dec 2014: Today’s meeting of the Business Advisory Committee of Constituent Assembly (CA) could not take place as Chairman of the CPN (UML) KP Sharma Oli and Rastriya Prajatantra Party-Nepal Chairman Kamal Thapa were not present.

Constituent Assembly (CA) Chairman Subas Nembang had called the meeting to hold discussions with top leaders on the issue of amendment of the  CA schedule and whether to forge consensus or go for the voting process in course of constitution writing.

Oli and Thapa are out of the capital in connection to their parties’ works.

Top leaders of Nepali Congress, CPN (UML), UCPN (Maoist), Madhesi Janadhikar Forum, Rastriya Prajatantra Party, Rastriya Prajatantra Party-Nepal, Tarai Madhes Loktantrik Party, among others, were invited in the meeting, according to the Parliament Secretariat.

Today’s meeting was postponed for 11:30 am tomorrow. CA Chairman Nembang had consulted with the Chief Whips of major political parties on Tuesday regarding CA schedule amendment and the due process.

During the consultation, Nembang held serious discussion on how to move ahead in course of constitution writing.Prime Minister Sushil Koirala had reached the CA Building, New Baneshwor, earlier than schedule to participate in the meeting.

At a time when only 23 days remain to promulgate the new constitution as per the promise made by major political parties to the people, the parties are still failing to forge consensus on the disputed issues of the new constitution.

The parties have differing views especially regarding the demarcation of provinces, the judicial system, the election system and the form of governance. The parties too are not in agreement on the issue of whether or not to return the report of the CPDCC submitted to the Constituent Assembly back to the CPDCC for making efforts at further consensus. So far more than 300 CA members have expressed their views in the deliberations on the CPDCC report.

The ruling parties are of the view that the CA itself should settle all the disputed issues as the date for issuing the new constitution is drawing closer whereas the opposition parties argue that the report should be sent to the CPDCC and the disputed issues discussed as the top leaders of all the major parties are the members of the CPDCC.
