Kathmandu, 6 April, 2015: The meeting of the Constituent Assembly (CA) passed two separate condolence proposals today.

In the meeting that sat after a gap of about two months, CA chairman Subas Chandra Nembang presented condolence proposals on the passing away of member of the then parliament and former Minister of State for Home Affairs, Mahendra Yadav, and member of the erstwhile Constituent Assembly (CA), Ramnath Dhakal.

The meeting unanimously endorsed both the proposals. A minute’s silence was also observed in their memory.

Yadav, who was elected the Member of Parliament from Mahottari on a Nepali Congress ticket in the parliamentary elections of 2048 BS and 2051 BS, died on March 31 at the age of 61 at Bharatpur Cancer Hospital while undergoing treatment for brain tumour.

Similarly, Dhakal, elected to the Parliament from Gulmi in the election of 2051 BS and the Constituent Assembly member in the election of 2064 BS, died on Sunday in course of treatment at the Grande Hospital in Kathmandu.

The CA meeting, in the condolence proposals, prayed for the eternal peace of the departed souls and extended condolences to the bereaved families.

UCPN (Maoist) whip present in the meeting.

The Unified CPN (Maoist), which has been saying that it would boycott the CA meetings and wage a protest movement to exert pressure for forging consensus on the contents of the new constitution, also participated in today’s CA meeting.

Chief Whip of the UCPN (Maoist) parliamentary party Giriraj Mani Pokharel said he participated on behalf the 30-party alliance in view of the agenda determined for the meeting and the humanitarian sentiment, although the alliance’s meeting on March 29 had declared that they would not attend the CA meetings to commence from today. The UCPN (Maoist) is leading the alliance. “However, the programmes declared by the alliance are on,” he added.

The meeting of the CA, which had been suspended since February 12 for forging consensus on the contents of the new constitution, has begun from today after about two months.

Although the parties held a series of formal and informal meetings in the meantime, they were not fruitful in terms of making any breakthrough. This means that the parties are still at loggerheads on the disputed issues of the new constitution, primarily the form of governance, federalism, the judicial system and the election system.

The CA will next convene at 3 pm on April 13, Monday.
