Kathmandu, 11 March, 2015Â : Although the six ministries in the country, which directly concern children, have been investing in the child welfare sector, the budget these ministries have been allocating for the same is found to be inadequate.
Not only this, the stakeholders have pointed that the spending capacity of the ministries as the Ministry of Women, Children and Social Welfare, the Ministry of Federal Affairs and Local Development, the Ministry of Education, the Ministry of Health and Population, the Ministry of Labor and Employment and the Ministry of Peace and Reconstruction is also low.
In addition to these ministries, the Ministry of Home Affairs, the Ministry of Land Reform and the Ministry of Law and Justice have been working in various capacities for the children.
It was unveiled in a study report jointly prepared by the National Coalition for Children as Zone of Peace and Child Protection (CZOPP) and a Consortium of Organizations Working for Child Protection.
According to the report, of the total budget allocated by these six ministries this fiscalyear, only 40 per cent has been spent so far (in eight months) whereas the government has allocated only 12.01 per cent of the total budget (Rs 184.24 billion) for this fiscal for the children.
Children comprise 42 per cent of the total population of the country, according to the latest census.
The analysis of the budget of these concerned ministries was carried out on the basis of the children’s participation in education, health and their protection.
Krishna Subedi, Chairperson of CZOPP shared that the study showed that there is no adequate resources availed for the children in the country, thereby underscored the full and proper utilisation of the resources.
