Protest Due To NC, UML Reluctance On Federalism, Proportional System: Dr Bhattarai

Pokhara,27 March 2015: UCPN (Maoist) senior leader and former Prime Minister Dr Baburam Bhattarai has said that the ruling Nepali Congress and CPN (UML) were not flexible regarding the issues of federalism and proportional and inclusive electoral system.

At an interaction programme here Friday, the UCPN (Maoist) leader said that consensus was illusive due to stubbornness of two-thirds majority of the ruling parties.

Claiming that the UCPN (Maoist)-led 30-party alliance had been exercising maximum flexibility for a way out, Bhattarai argued that consensus must be forged in naming the provinces based on ethnic and lingual identity and adopting the mixed electoral system. He was of the view that agitation of the opposition parties was their obligation and the protest programmes were announced as the NC and UML turned their deaf ears to consensus.

He also announced that the UCPN (Maoist) was not in favour of joining the government until the next election adding that the NC and UML were free to run the government and the date for constitution promulgated should be fixed for May 29 by forging consensus on the contents of the constitution.

Leader Dr Bhattarai, also the former finance minister, said that economic development without political stability was not likely and for this the main law of the country should be promulgated as soon as possible.
