Kathmandu,13 Nov 2014: The Nepal Nagarik Manch (NNM) has demanded holding a referendum as per the need on the disputed issues of a new constitution.
Issuing a press release, the Manch chair Himalyan Shamsher Rana, spoke in favour of five provinces for maintaining national unity, integrality and sovereignty.
The provinces should be affordable with scientific distribution of economic and natural resources, he said.
The Manch proposes having a constitutional head of state and an executive Prime Minister.
It further proposes adopting a mixed electoral system for election to the Lower House and keeping provision of threshold with minimum three per cent of total garnered votes.
Similarly, national dignitaries should be recommended for upper house.
