Kathmandu, Dec 5: The National Planning Commission (NPC) has determined the budget ceiling for the programmes approved in a scientific manner from district level by ending the undue official and political influence seen during the allocation of budget at the local level.

At a news conference organised by the NPC here today, it was informed that a total of 79.65 billion was determined as the budget ceiling for the development projects and programme to be operated at district level from the central budget sources for the fiscal year 2072/73 BS.

The NPC has determined the ceiling to allocate the budget of Rs 73.99 billion in the current fiscal year.  It has also determined the budget ceiling in different topics for the coming fiscal year 2072/73 BS.

It has determined the budget ceiling of Rs 466 million under the industry head for the coming fiscal year as against Rs 358 million of the current fiscal year.

Similarly, the budget ceiling in the agro sector for the next fiscal year has been determined at Rs 4.67 billion.

Likewise, the NPC has allocated Rs 605 million as ceiling under the tourism and culture heading for the fiscal year 2072/73 BS against Rs 496 million.

The NPC has determined the budget ceiling of Rs 897 million under the Forest and Soil Conservation topic for coming fiscal year while it is Rs 891 million in the current fiscal year.

Although the current budget programme has not allocated the budget in the sectors of environment and renewable energy, road, and youth and sport, Rs 3.46 billion, Rs 631 million and Rs 146 million would be allocated to these sectors respectively in the coming fiscal year.

Similarly, the NPC has determined the budget ceiling of Rs 1.16 million under the topic of women development for the fiscal year 2072/73 BS, which is Rs 986 million in the current fiscal year.

A total of Rs 4.45 billion has been allocated under the urban development heading for the coming fiscal year as against Rs 3.75 billion for the current fiscal year.

Similarly, the NPC has determined the budget ceiling for the education sector up to Rs 23.49 billion for the next fiscal year. The amount stands at Rs 18.17 billion in the current fiscal year.

Rs 29.49 billion has been fixed as the ceiling under the Federal Affairs and Local Development heading for the coming fiscal year whereas it is Rs 35.18 billion this fiscal year, the NPC stated.

Likewise, the budget for the health sector has been determined up to Rs 9.33 billion for this fiscal year while Rs 9.79 billion shall be allocated for the coming fiscal year.

The NPC has adopted a policy to formulate budget under various headings on the basis of the population, human development index, area and physical remoteness of the districts.

According to Dr Govinda Pokharel, the Vice-Chairperson of the NPC, the budget ceiling could be partially or completely determined for the district in accordance with the Annual Development Programme that recommended at the district level.

According to Dr Pokharel, the budget ceiling for the district-level annual development programme will get the final touch by the next fiscal year.

Appraising about the government’s effort to fix the budget ceiling in a more scientific and realistic basis, Dr Pokharel committed to further the policy-level reforms.

The member of NPC Dr Chandramani Adhikari added that although the budget would be formulated from the national level, the budget formulated for the local level would further the development of the district.

He also informed that the budget ceiling has been determined to make the Annual Programme of the district more scientific.
