Kathmandu,4 Feb 2015: Constituent Assembly Chairman Subas Nembang on Wednesday said the new constitution would be issued at the earliest possible time by addressing the rights of indigenous nationalities, women, Madhesi, Dalit and the communities that have remained in the backburner for ages.

After receiving a memorandum submitted by Dalit Civil Society at his office in Singh Durbar, Chairman Nembang said the socio-economic problems faced by the Dalit community for long would be addressed in the new constitution.

“The problem of ethnic discrimination and untouchability the Dalit community have been forced to withstand will be resolved for which the issue must be advanced as a common agenda of all political parties, not just of the Dalit community,” Nembang said.

The CA Chairman also urged the civil society and the intellectuals for a positive pressure for the constitution citing that the initiatives taken for constitution delivery were fast underway with ownership of the achievements of the previous CA.

On the occasion, Dalit Non-government Organization Federation’s Chairman Gajadhar Sunar expressed concern over the recent incidents taking place in various parts of the country that saw Dalit people beaten and discriminated for inter-caste marriages and for using the same water resources as the other communities.

In the memorandum, the Dalit Civil Society has demanded free education for Dalit people, proportional representation, proportional electoral system and the consensus-based constitution.

The Dalit community had 50 representatives in the previous CA while it declined to 41 in the current CA. The community has been launching agitation from the street, at parliament and within the political parties for securing its rights in the new constitution.
