Kathmandu, September  15 2015: President Dr Ram Baran Yadav has said he expects a constitution in which every citizen would have a feel of ownership from the Constituent Assembly. The Head of State stated in a letter that President Yadav sent to the Constituent Assembly chairman Subas Nembang on September 11. Private Joint Secretary at the Office of the President, Kashi Raj Acharya, made the President’s letter to the CA chairman public today. It is stated in the letter that the historic moment of the Constituent Assembly reaching the final phase of the framing of a new constitution should be a matter of pride for all.
“This historic and significant Constituent Assembly needs to be utilized as an opportunity for strengthening national unity, social harmony and mutual dialogue. I wish the constitution to be promulgated institutionalizes the lamp of democracy so that it never goes out and that nobody is able to put it out. We all wish that this lamp gives the light equally to all. The sacrifices of hundreds of the martyrs was for this cause,†the President’s letter to the CA chair reads.  The CA itself is an opportunity to the nation for consolidating national unity, integrity and social harmony and the drafting of the constitution is solely in the interests of the country and people, the letter further reads.
The CA has already entered into a decisive phase of completing its historic responsibility of drafting the constitution, the President said, adding that in this situation he regarded it was his duty as the head of the state to remain updated about the ongoing affairs of the country, society and the CA. “Every political parties, officials and citizens are closely watching the CA procedures and activities.”
The form of the federal state modality must be determined for proper and balanced utilization and distribution of natural resources to uphold social and economic justice, according to the letter. “It is my understanding that the Constituent Assembly must give special focus while delineating the provincial borders following the advices of the experts and relying on scientific bases by winning the confidence of the people,” it is stated.
In the response letter sent to the CA Chairperson, President Yadav has emphasized on need for focusing on the fact that none of the groups, communities and regions of the nation should be left out. “Time has not elapsed in this regard,” President Yadav said, calling for an out and out effort to make the constitution an instrument of national unity and a motivational and inclusive document of supreme law to usher in an era of prosperity in the country.
