Biratnagar, 8 Dec 2014: Terai Madhes Democratic Party General Secretary Sarbendranath Shukla has said that there was less possibility of issuing a new constitution on the slated time.
Though the parties are opining for timely constitution, there were no scientific basis behind it.
Talking to the media persons at Biratnaghar Airport today, he said all-party consensus was needed for the new constitution as it should be agreed by all.
He further said that there was no dispute on the number of provinces whereas mapping and modality are still controversial.
Leader Shukla said a referendum was not needed for restructuring the state.
