Kathmandu, Sept 29: “Challenges abound the government and public bodies in lack of adequate attention towards improving the quality of the public infrastructures,” argued Chief Secretary Dr Somlal Subedi in a seminar organized here today.

Addressing the seminar, jointly organized by the National Vigilance Centre (NVC) and the Asian Development Bank (ADB) on auditing of physical infrastructures project of the government and public sector, Chief Secretary Subedi asserted that the glory of bureaucracy lies on the quality works, including constructing quality physical infrastructures.

“The civil servants, mainly those working on the physical infrastructure sectors, should be mindful that their prestige lies on the transparency and quality of the constructions they deliver,” opined Subedi.

He was of the view that if each civil servant is to observe financial discipline, there would not be issues of recourses crunch. It would also create investment-friendly environment.

Furthermore, Subedi underscored the use of technology and diligence in duty for the human resources in the physical infrastructure sectors.

Similarly, NVC Acting Secretary, Pramila Devi Shakya, shared that the Technical Auditing Department was established in the government’s watch dog body in 2003 to ensure the sustainability in the quality of any public development activities.

She pledged that the Department would be further strengthening to assess the cost of effectiveness of those public development works and to ensure the quality of public infrastructures.

Likewise, ADB Country Director, Kenichi Yokoyama expressed that with the promulgation of a new constitution, the country is ready to attract foreign investments.

He spoke of the need to maintain transparency and quality in the public development works.

NVC Joint-Secretary Bishnu Raj Lamichhane shared that the workshop will focus on good governance and consolidation in the sector of public infrastructures as well as it will formulate strategy for the same.

Representatives from the Commission for Investigation of the Abuse of Authority (CIAA), Ministry of Physical Infrastructures and Transport, Ministry of Federal Affairs and Local Development, Ministry of Urban Development, Ministry of Energy, Ministry of Irrigation, among other government bodies are participants in the seminar.
