INCREASING FOREIGN ASSISTANCE, RS NINE BILLION FROM 124 ingos

Kathmandu, Aug. 10: Various bilateral and multilateral donors have made commitment to provide considerable amount of foreign assistance in the current fiscal year to aid Nepal’s socio-economic development.

Some 124 international non-governmental organizations working in the country for long have pledged Rs. 9.22 billion in the fiscal year 2071-72 BS.

The development partners of Nepal will mobilize economic, physical and technical cooperation through the National Planning Commission (NPC), National Human Rights Commission, Election Commission, and Ministries of Finance, Labor, Industry, Commerce and Supplies, Agriculture, Environment, Science and Technology, Land Reforms, Women, Children and Social Welfare.

Ministries and bodies to receive aid from Nepal’s bilateral and multilateral development partners in the current FY 2071-72 are 24 bodies including ministry of forest, peace and reconstruction, education, federal affairs and local development, health and population, home, general administration, irrigation, town development, Water and Energy Commission, Supreme Court, ministries of culture, tourism and civil aviation, law, justice and parliamentary affairs and Constituent Assembly. They will receive Rs. 20.70 billion this year.

The technical and other aid of the current FY made public by the government this week has not included those to be received by ministries of Defense, Information and Communication, cooperatives and poverty alleviation, foreign ministry and physical planning and transport from the foreign sources.

ADB, UNDP, JICA and Swiss government will provide Rs. 265.6 million to National Planning Commission. It is not clear whether the amount is grant or loan.

EU, Denmark, Finland, UNDP, UNHCR, SWISS Agency, and DFID are to provide National Human Rights Commission Rs. 920.1 million and DFID, UNDP and EU will provide Election Commission Rs. 785.8 million.

Ministries receiving large amount of foreign aid in the current FY are ministries of federal affairs, local development, industry, home, finance, health and population, education and agriculture. Federal Affairs and Local Development ministry will receive Rs. 2.84 billion, industry Rs. 2. 65 billion. Home Ministry Rs. 2.53 billion, finance 1.93 billion, health Rs. 1.80 billion, education Rs. 1.38 billion and Agriculture Rs. 1.07 billion.

The Home Ministry will get the aid for modernization of Nepal Police, high disaster risk management, Bhutanese refugees’ food programme, among others. Most of the 124 INGOs pledging assistance through Social Welfare Council are US organizations.

Thirty US INGOs have pledged to Nepal this year and 17 British NGOs have also made commitment of aid. The US NGOs will provide aid in treatment run by the HIV-infected, Amaghar in Lalitpur, reproductive rights and health rights in Nepal among others and the British will provide for sustainable peace in Nepal, education, health and child protection.

One each NGOs from Bermuda Island in Atlantic Ocean and Brazil in South America have also pledged assistance for Nepal.
