PARLIAMENT CONTINUES DISCUSSIONS ON APPROPRIATION BILL

Kathmandu, Aug. 25: The Legislature-Parliament today held deliberations on three Ministries under different headings of the Appropriation Bill, 2014.

The discussions were held on various topics related to the Ministries of Finance; Physical Infrastructure; and Federal Affairs and Local Development. The discussions will continue tomorrow as well.

Taking part in the deliberations, MPs demanded that budget be allocated for the construction of the roads linking the remote districts Humla and Dolpa to the national highway and upgrading the rural roads with priority as roadway is the backbone of development and decentralization of power to make the local bodies stronger.

They complained that the country’s development planning was confined to including only the plans selected and passed by the District Council and that budget was not allocated to all the projects mentioned in the ‘Red Book’.

The lawmakers charged that the largest amount of money was allocated to the road network in the Finance Minister’s home district.

They demanded increment in the old-age allowance, an increase in the budget earmarked to the Dalit Commission and the National Women’s Commission, making the Department of Money Laundering Investigation effective, introducing an infrastructure development master plan and holding the local body elections at the earliest.

The MPs also demanded additional budgetary allocations for the construction of the Hulaki Road that connects Madhes to the Hilly region, reinstatement of the Agricultural Development Bank branch offices and the area customs offices that were displaced during the conflict period and paying special attention to stop the development budget from going to the freezer, and giving attention to all the districts while declaring new municipalities.

Those lawmakers expressing their views in the discussions today were Chandra Bahadur Kunwar, Radha Krishna Kandel, Amar Singh Pun, Rishikesh Pokhrel, Nara Bahadur Chand, Guru Prasad Burlakoti, Buddhiram Bhandari, Sushila Nepal, Ram Chandra Sah Teli, Surendra Chaudhary, Shakti Bahadur Basnet, Yagya Sunuwar, Asha Chaturvedi, Laxmi Thapa Bishwakarma, Bimal Kumar Kedia, Kamala Bishwakarma, Prem Suwal, Bidur Prasad Sapkota, Angdawa Sherpa, Prabhu Saha, Santa Kumar Tharu, Mahin Limbu, Gauri Shankar Chaudhary, Ganesh Kumar Pahadi, Seshnath Adhikari and Manju Kumari Chaudhary.

The Legislature-Parliament will next meet at 1 p.m. tomorrow.
