Bhimdattanagar, Feb 11,2015: The Unified CPN (Maoist) senior leader Dr Baburam Bhattarai has said that the new constitution could be issued only on the consensus among the four major forces of the country – the major ruling parties comprising the Nepali Congress and the CPN (UML) and the major opposition parties comprising the UCPN (Maoist) and the Madhes-centric parties.
Addressing a press conference organised by the Revolutionary Journalists Association in Mahendranagar today, the Maoist leader and former Prime Minister said consensus has become elusive because the leadership of the NC and the UML were averse to institutionalizing the change.
He called on the ruling parties to put on hold the process if it was not possible for them to scrap the Questionnaire Committee of the Constituent Assembly altogether.
Bhattarai said the opposition alliance could sit for dialogue or talks if the NC and the UML or the Prime Minister issued another public statement addressing the alliance’s new demand, describing the PM’s last statement as lacking concreteness.
Former Prime Minister Bhattarai stressed on consensus among the four major forces on the basic contents of the new constitution although they might have their own positions on other issues.
He warned that it would not be acceptable to them if the ruling parties issued a constitution through the two-third majority process, accusing the NC and the UML leadership of being guided by some ‘unseen forces’ and pushing for the two-third process.
The UCPN (Maoist) senior leader alleged NC president and Prime Minister Sushil Koirala and the UML chairman KP Oli of ignorance on the spirit of the 12-point understanding, saying they were not directly involved when signing the understanding and the Comprehensive Peace Accord.
